The Northeast Homeland Security Planning Region contains 85 municipalities within MA’s Essex and Middlesex Counties, established by the Executive Office of Public Safety and Security (EOPSS). Since 2004, NERAC’s multi-jurisdictional and multi-disciplinary members have overseen expenditures of federal Homeland Security Grant Program (HSGP) funding for the region.
Over the years, NERAC has provided equipment to police, fire, DPW, public health, and other municipal departments throughout the region to enhance homeland security preparedness and response capabilities. The Metropolitan Area Planning Council (MAPC), as NERAC’s fiduciary, must maintain records of all grant-funded items, and will periodically contact departments regarding the status of equipment or schedule a visit to update records.
Responsibilities of the Host Department:
- – Serve as custodian and insure/register equipment as applicable. Maintain it in good working order, in a clean and accessible location, and conduct regular maintenance.
- – If needed for emergency response, make the equipment available to be borrowed by other NERAC communities.
- – Provide access to the equipment as requested by NERAC/MAPC for inventory review.
- Inform NERAC/MAPC if equipment is damaged, lost, moved, or if the host department no longer wants or is unable to host the equipment.
Responsibilities of NERAC/MAPC:
- – Maintain records of all NERAC-funded equipment per EOPSS inventory guidance, and report to EOPSS annually. Information tracked includes main contact, location, and condition of equipment.
- – Conduct outreach and inventory visits throughout NERAC’s 85 municipalities to tag and review equipment and update records.
- – Obtain necessary approvals from NERAC/EOPSS to transfer or dispose of equipment as requested by host departments.
If we haven’t conducted an inventory review with your department recently, NERAC/MAPC will likely be reaching out soon to schedule a visit. We will provide you with a list of NERAC-funded items in your jurisdiction so you can confirm the locations and contact information ahead of time. We may also periodically check in via email to see if there are any updates we should record.
